Contract Administration
Responsibilities included the administration of government and commercial contracts under FAR/DFAR and UCC. Experienced with FFP, T&M, CPFF, CPAF, CPIF, IDIQ type contracts, and GSA.
Experience includes prime contract and subcontract administration/ purchasing, contract negotiations, negotiations of terms and conditions, pricing, sub-contractor cost/price analysis, teaming agreements, NDA’s, ITAR. Management of contracts from pre-award through contract closeout, including management of customer relations, settlement of disputes, monitoring of contract performance, preparation of monthly reports, proposing and negotiating contract changes.
Experienced with contracts for technical services including: Advisory and Assistance Services, C4ISR, Battle simulation and training (Live Virtual and Constructive) software services, computer modeling and simulation, manufacturing, engineering, logistics, A&E/ construction management services.
Currently (last four years) administer international military contracts in excess of $300M in value from the L-3 MPRI program office in Ramstein Germany. Location of contract performance includes: Germany, U.K., Balkans, Italy and Iraq. Customers include: USAFE, USAREUR, EUCOM, JAC, JMRC, AFRICOM.
Government customers included all DOD agencies and NASA. Worked on several international contracts under FMS cases.
Past Experience includes: Contract Management of a major Installation/Integration contract to the Saudi government to support the outfitting of a Naval Training Center in Jubail Saudi Arabia.
Proposed and negotiated over 500 change orders to the contract over a five-year period.
Successfully settled contract disputes between my employer, General Dynamic Services, Inc., and our customer under the Advanced Solid Rocket Motor program for NASA. Resolved in excess of $2 Million in claims.
Contract administration and business management of a large IDIQ contract in Orlando in support of STRICOM. Modeling and simulation contract in Distributed Interactive Simulation.
Subcontract Administration
Currently Administer subcontracts under the USAFE A&AS contract. Subcontractors include, Alion Science, CACI, Northrop Grumman and others.
While working at General Dynamics negotiated and administered multiple construction contracts as part of the refurbishment of Space Launch Complex 36 at Canaveral Air Force Station. Accomplishments include successful settlement of disputes between contractors and General Dynamics.
Received praise for dispute settlement and keeping suppliers on schedule during fast track programs.
Managed construction cost estimating department.
Managed major Engineering Support subcontractors in foreign military sales contract including Page Engineers and Saudi Catering.
Managed major subcontracts for “one of a kind†special purpose equipment including robotics systems (Automaker), cranes (Cranco), training devices, software engineering services.
Negotiated contract changes with subcontractors, settled disputes and contract terminations for cause and termination for convenience.
Pricing
Pricing including: Cost proposal preparation, RFP analysis, terms and conditions review, risk assessment, development of pricing strategies, estimating methodologies and evaluation of the competition.
Participated as a proposal and capture team member in winning the USAFE A&AS contract at a value of $375M.
Prepared proposals (at General Dynamics) and was successful in obtaining fixed price awards for manufacturing of special process equipment for NASA’s Advanced Solid Rocket Motor program.
Prepared the winning cost proposal for a $35 million FMS Communications Command and Control program for the Saudi government.
Prepared the cost proposal and won the Alternate Support Headquarters program in support of the U.S. Army in Europe.
Managed pricing department at Northrop Services, Inc. Orlando Operations Center.
Financial and Business Management
Financial management experience includes: cost control, financial reporting, annual business plan development, forward pricing rate development, department budgeting and management of overhead budgets, facilities lease negotiations.
